The Accessibility preferences are mandatory for ADA purposes. The user MUST select one, even if it is No Special Needs. The user can come back later and update. Store the accesibility choice(s) in a state so if the user iniitally accepts No Special Needs, then comes back and makes a selection, the No Special Needs flag is turned off. If they try to exit the screen, an alert tells them You Must Select At Least One Preference.
